The Fiscal Affairs Office is responsible for managing the day to day financial activities of the City. These responsibilities include Payroll processing, Accounts Payable processing, and other expenditure management processes.
Alternatively, the Treasurer’s Office is responsible for activities related to accounts receivable and cash management. Duties include collecting property tax payments, water payments, and funds transferred within the City’s portfolio.
In addition, the Fiscal Affairs Office is responsible, under the direction of the Mayor, for the preparation of the Mayor’s annual budget message. This process involves meeting with the City’s department leaders to formulate the necessary level of funding and coordinating with the Treasurer’s Office to forecast revenue streams. This website is used as a medium for disseminating the budget information to the public.

Tax Collections
- County Taxes are mailed out the first week of January and normally due the first week of February. All County taxes are payable to CITY TREASURER and can be either mailed to 342 Central Avenue, Dunkirk NY 14048 or can be paid in person during normal business hours, Monday-Friday, except legal holidays.
- City Taxes are mailed out the first week of April and normally due the first week of May. All County taxes are payable to CITY TREASURER and can be either mailed to 342 Central Avenue, Dunkirk NY 14048 or can be paid in person during normal business hours, Monday-Friday, except legal holidays.
- School Taxes are mailed out the first week of September and normally due the first week of October. All County taxes are payable to DUNKIRK CITY SCHOOLS and can either be mailed to PO Box 216, Dunkirk, NY 14048 or can be paid in person during normal business hours at Community Bank, 345 Central Avenue, Dunkirk, NY 14048. School taxes are accepted throughout October. On November 1, the City of Dunkirk becomes the collector for the School District. Payments can be paid at City Hall or mailed to 342 Central Avenue, Dunkirk NY 14048. All mailed checks should be made payable to CITY TREASURER.
