The five-member City Of Dunkirk Planning Board, part of The City of Dunkirk Planning and Development Department, works to maintain and improve quality of life in our community. Acting upon such issues as growth, transportation, environmental protection, historical preservation and central business district continuity, the Planning Board affects your everyday life.
The Planning Board, which usually meets the fourth Wednesday of every month at 4:00pm in the Mayor’s Conference Room in City Hall, 342 Central Ave., Dunkirk, welcomes public participation.
More specifically, the Planning Board:
- Considers large and small scale plans for new development
- Provides guidelines for the pattern and pace of future development
- Develops and manages City of Dunkirk’s parking variances
- Recommends to the Common Council

Andy Bohn
Andrew Bohn has been a member since 2008. Born and raised in Dunkirk, Andy graduated from UB in 1999 with a Bachelor’s in Environmental Design. Has worked in Architectural firms in Virginia, Rochester, and Buffalo and is currently a member of the drafting department at Boston Valley Terra Cotta, specializing in historic restoration. He enjoys spending his home time with his wife, Marjorie, and their 3 children, Jeremy, Marencia, and Parker.
Ed Schober
Ed Schober has been a member of the board since 1996. His ancestors emigrated from Germany in 1900, settled in Dunkirk and have maintained a presence ever since. Ed received his Master of Architecture in 1986 and has been in practice since that time, currently an Associate with Sandberg Kessler Architecture & Engineering in Jamestown, New York. He resides in the city with his wife, Mary Beth, and son, Hans.
John Mackowiak
John, current Vice Chairman of the Board, is a life long resident of Dunkirk and is married to Valerie Vargo Mackowiak and the father of 4. He is a retired corrections officer of Chautuaqua County Jail. John’s experiences include assistant building inspector in Dunkirk, working under George Cosora. He also was building and zoning officer in Brocton/Portland.
Chris Piede
Chris Piede, current Chairman of the Board, has been a member of the planning board since 2004, He and his wife Tonia have lived their entire life in Dunkirk, and are proud to call Dunkirk their home. “Living in the historical district, I am happy to have an impact on any changes/upgrades, to not only the historical district, but the entire city.” Chris is a middle school science teacher in the Lake Shore School District, and also co-owner of a local rental Company “Piede Tents”. Chris has 4 children, Mia, Angelina, Anthony, and Isabella.
Frank Torain
