The City recognizes that there is always a need for and allocates funds towards owner-occupied rehabilitation activities.  This year, however, the City is refocusing its efforts so they are more concentrated and comprehensive.  In 2009 the City is releasing a new streamline housing rehab program targeted to more quickly and efficiently get housing rehab dollars working for those resident that are in greatest need.  As a part of this process the City of Dunkirk Department of Development will be administering the program directly.  Funding for this program in 2009 will come from reallocating previous years unspent housing rehab dollars.  The city is targeting $125,000 of reallocations to this program and hope to impact 25 homes with these funds. 
 
Once income eligibility is determined, priorities will be determined by location and other rehabilitation priority criteria outlined in the new application packet.  Up to this time, rehab projects have been on a first-come, first-serve basis, which most often results is sporadic work being done and no comprehensive, visible improvements to show for efforts made and funds expended.  The future program will focus gaining th e maximum effectiveness of CDBG expenditures and affecting a positive change upon the greatest number of Dunkirk Residents.
