Department of Development ProgramsDunkirk Local Development Corporation (DLDC)The Dunkirk Local Development Corporation, which was established in 1988 by the Dunkirk Common Council, was created to encourage and assist economic development in the city of Dunkirk. The DLDC stimulates small business investments, development, the expansion of existing facilities, as well as, the creation of new commercial and industrial projects. **By-Laws (see the attorney's office for a copy) Community Development Block Grant (CDBG)The Community Development Block Grant program is a federal program that began operation in 1975; it is run by the U.S. Department of Housing and Urban Development. The primary objective of the CDBG is to improve communities by providing decent housing, a suitable living environment, and expanding economic opportunities, all principally for persons of low and moderate income. Read More About This Program Dunkirk Brownfield Opportunity Area (BOA)Through the efforts of the City of Dunkirk Department of Development and the Dunkirk Local Development Corporation, the City of Dunkirk was awarded a planning grant by the New York State Department of State. The grant is intended to establish a Brownfield Opportunity Area (BOA) and to begin the planning process necessary to address the Brownfield properties throughout the city. Brownfield Opportunity Act:According to the United States Environmental Protection Agency, "Brownfields are real property, the expansion, redevelopment, or reuse of which may be complicated by the presence of a hazardous substance, pollutant, or contaminant. Cleaning up and reinvesting in these properties takes development pressures off of undeveloped, open land, and both improves and protects the environment." This innovative, Brownfields revitalization program was first conceived by NYS in 2003. The program provides municipalities and community based organizations with financial assistance to complete revitalization plans and implementation strategies for areas or communities affected by the presence of brownfield sites, and site assessments for strategic brownfield sites. The program reimburses up to 90 percent of all eligible project costs. The City of Dunkirk is in the Pre-Nomination phase, or Step 1, which involves the section of an area that is in need of a cleanup and redevelopment. Step 1 also includes the development of a database with basic information on the area and the brownfields contained within it. As part of this, a visioning process will be implemented in which the community contributes ideas on what they would like to see happen with the area. The City of Dunkirk's Pre-Nomination Boa project will gather preliminary data on brownfields, throughout the City and focus upon the redevelopment of the former Altech Superfund site as a Technology Park. It is our expectation that this Step 1 program will enable the City of Dunkirk to enter into Step 2, and that the BOA program will ultimately stimulate development throughout the City and region. |
