Central Business District Development Strategy
-Belden Plan
The Central District Development Strategy was created by William M.
Belden and adopted by the City of Dunkirk in December of 1996. This plan
is composed of several steps with an end goal of a vibrant Dunkirk that
is human, livable and fun.
Major pillars of the Belden Plan are as follows:

- Market Assessment
- Development Framework Plan, Schedule for Projects/Activities, and Action Agenda
- Grant Funding and Finance
- Business Retention, Development and Recruitment
- Organization
- Implementation Strategies
Our plan uses specific and realizable projects and programs designed to
strengthen the competitiveness in the regional marketplace of Dunkirk's
commercial center.
Dunkirk's central business district will be a vibrant, urban environment
where people interact with others. It will be cohesive and
understandable to both local users and visitors. It will be a place to
live, work, conduct business and enjoy activities and events. It will be
a place to permit and encourage the greatest number of meetings and
encounters between varied persons and groups. The business district will
be economically competitive, visually pleasing and will recognize the
strengths of the city's ethnic heritage.
The Belden Plan is a set of interrelated, comprehensive recommendations,
which represent short-, mid-, and long-term proposals. In total, these
proposals represent a 15 to 20 year development plan.
